When you log into your account it brings you to your homepage, scroll down to your "friends space" where it shows the pictures of your friends. go to the bottom of that box and on the left side it should say "Change my Top Friends" click on it and it will bring you to a page where you can rearange your top friend.

You can select from as few as 4 top friends on the front page of your profile to as many as 24 top friends. The rest will fall under "View All of My Friends."
